Could Robert Tatman have been stopping for a pedestrian? Maybe someone laying in the road? He would have maybe used his flash light to investigate someone laying down with possible injuries. Could that explain the mud on the passenger seat? Although the weather was not the sort for muddiness, could there have been mud on the road from traffic or farm vehicles (sorry, don’t know the area)? If you think about it there wouldn’t be mud on Tatman’s shoes, unless he put his feet up on his passenger seat.
Tatman’s gun in holster on right hand side you said, so that does point to someone taking the gun from behind Tatman, possibly? If he was lifting someone up from the ground, who was feigning unconsciousness, he’d have his hands occupied.
Is it possible that someone (maybe 2 people) were trying to get something back from Tatman’s patrol car, such as some evidence from a previous case? Hence the mud on the passenger seat, maybe looking in a glove compartment? Would a patrolman deal with non-trafic related incidents in those days?
Just a few thoughts.
